fuel gauge wont work help please

so basically my fuel gauge wont read the fuel level in the tank. the light will at least come on. i changed the whole cluster and it worked fine still just no fuel read, it just shoots from full to empty randomly or will just stay at full.

any thoughts would be greatly appreciated
