DASH lights stay on w/key in but lights off, WTF?

I hope I'm being clear here, the lights on my dash turn on whenever the key is turned to the on position, or the engine is started/running. The light switch is in the off/in position.

The lights are dimmable, and when I pull the knob on/out, the rest of the lights (HVAC, etc.) work as they should.

I'm thinking that there is some power jumper either in the fusebox ( I don't see one though) or some other fuggin' E-gremlin hanging out somewhere else...

as a matter of fact, it does have a crappy cd player in it. maybe they hooked up the illumination wires wrong, or....?
