    i read the directions which were vague at best. what the hell do i have to do?

        I actually wouldn't pre-charge it if I were you. Capacitors are made to hold a lot of charge and discharge VERY quickly. If you arced a 14V 1.5 farad capacitor it'd burn the hell out of your hand.
