Using city lights for signal lights?

So I have a diving board car and am using a rear impact strip on the front so I wanted to wire the city lights in my euro ellips to work as the signal lights.

What I did was cut off the connector for the signal/running lights that were in the bumper. Then I wired the ground and the signal power wires to the city light connector.

As it sits now the city lights flash when I turn the signal lights on however the flash very fast and and i get that fast clicking sound inside like you get when the bulb is burnt out.

How can I make this work properly? Or can I? Electrical gurus please help.

The resistor for sure will do the job? How come it is needed?

Also define "wire it in parellel." I mean I understand the difference between series and parellel but how should I achieve it with said resistor?
