Strange tach issue - coding plug?

So my 84 318i has a tach that has multiple personalities. Sometimes, cruising along at a given speed, lets say 65mph, the tach reads 3K. Othertimes, the tach reads 2K at the same speed. The low reading generally seems like its 2/3 of what should be.

My question is.. Is there a funny connection in the coding plug connections that is making my tach think its suddenly a 6 cylinder instead of a 4 cylinder? That might explain the 2/3 difference. I'm swapping in an ETA tach today, but the coding plug has "09" on it, and the stock has "03". Both are VDO.
