Rust Through Muffler Pass Inspection?? VA

Please excuse the ignorance...

But, it is time for state inspection Richmond, VA with my 89 325i.
I know my muffler is rusted up with pieces rattling around inside it, and rusted through on the outside.
VA docs says "exhaust free from leaks" but I can't be sure if mine is leaking or not.
Sure, I can take the chance someone will not inspect carefully...

2nd question, I already have Ansa Sport rear mid section because I had planned to bolt on new cheap muffler.
My calculations were wrong, so if someone could point me to a muffler I could bolt on that would be great..

i got failed for having a hole in the case. Replaced with an IE catback. Its pretty cheap and fits just like a stock piece. FWIW, I had a Bosal replacement before that, it developed its holes after 4 or 5 years.
