    YOU SHOULD! ;) lol it's a throttle stop, so it's on the throttle body. the screw you adjust from the bottom. there is a nut that holds the shaft in place. I think it's like 8mm, once it's loose you can unscrew/screw the screw to configure the throttle stop.

    I don't think the model year makes a difference. follow the intake hose to the throttle body and you should see the screw. you might want to spray it with penetrating fluid before you try to adjust it because I broke mine and had to use some pliers to adjust it... sigh.

    The screw is inside the part with the yellow stripe. Rather than an ICV delete I used the $1.99 HF ICV Repair Kit. It eliminates high idle and still allows you to fine tune your idle. Works flawlessly :p

    When you say to block both holes, what exactly am I blocking? Also, do I put the wire between the plug going to the ICV (I'm assuming)? Sorry to sound very Noob-ish (even though I am here, but not to e30's).

    You Have to unplug the ICV block both holes that were originally from it and then Throw a wire in the little plug. Then you need to just adjust your idle screw<(well i don't know if it qualifies as that) and bam! Worked for me, my car starts up at about 1000-1100 and idles at like 700-800 which is just fine for me.
