What stops the fuel pumps after they prime?

When I turn the key to the second position, the fuel pumps come on, and then stay on. I can also hear/feel the fuel pump relay clicking at about the rate of a turn signal while the pumps are going.

It stops when I try go to start, but the engine does not crank over.

I've tried swapping the dme, fuel pump relay, and ignition switch. I can't figure out from the wiring diagram what would tie these two together other than the ignition switch.

You Sir, deserve a beer!!!! I never cleaned off the ground on the intake manifold when I painted it. I scraped the paint off that and took a wire brush to the rest of them and it cranks with no stupid fuel pump constant prime. Hit me up if you're ever in the Tacoma/Seattle area!
