Engine will not shut off unless headlights are off

My car will not shut off (meaning I can fully remove the key) unless the headlight switch is in the off position. Has anybody ever experienced this?

Mine does it ONLY when both the light switch is on position 1 and the front fog light button pressed, Thinking it is an option to let the car running when it is locked or commit suicide without the key :)
The funny thing is when i do it and remove key all electric circuits shuts off except the engine.

      More issues it seems…

Turn signals are not working and neither are the hazards. I installed a new hazard switch and nothing has changed. Also when I press the hazard switch in the instrument cluster illuminates. I can also hear what sounds like a relay momentarily clicking from under the hood when I press the hazard switch.
