i have a issue kinda like this but flip flopped. idles good when cold, but once it warms up it will start surging, also it always idles pretty well when the a/c is one, but once its turned off, it magnifies to surging...

        Update

So, I had the similar crap idle problems. Car would pretty much die unless I gave it gas and when I did I couldn't rev it very high without the whole thing shaking. Rich mixture. Anyway, it would drive ok, just idle horribly, mainly when cold.

Recently I removed the Charcoal canister and plugged up both ends. Problem hasn't come back. I'm waiting to see if it comes back but so far so good. Maybe the charcoal canister was f--ed and dumping too much fuel into the system or maybe creating a vacuum leak somehow, who knows.

Also I think the coolant temp sensor sends information about air/fuel mixture when the car is cold and once it warms up the o2 sensor takes over. So I would think o2 sensor for your issue Zep.
