No spark and fuel pump not running

Bought an M-Tech Vert over the web. I was aware of some, maybe, fuel injector problems. Car was running rough and rich. PO cleaned the injectors, how well is unknown, and the car ran better. After 25 miles or so rough running and richness returned. Had car shipped cross country and when unloaded the car started but ran rough as expected but managed to limp home about a mile away. Bought a set of professional rebuilt injectors to eliminate this possible problem. Once home I tried to start the car with no luck at all. I have no spark and the fuel pump does not sound like it is running while the key is in the on position. I put a volt meter to the coil and nothing. Should I have voltage on the plus side of the coil? Any ideas or suggestions.
