i have no fuel reaching the engine. i jumped the fuel pump relay with no success. replaced fuel pump with a known working one. then found out fuse 11(fuel delivery/fuel pump) has no power what so ever not even with ignition on. what could be causing this?

No power to the pump could be a bad fuel pump relay, no timing reference data to the DME, or a problem with the DME. If either of the later are the cause you won't have spark.
The fuel pump relay is only engaged when the DME sees timing data from a rotating engine.The car makes it possible, but the driver makes it happen.

If you have spark, the DME has power and timing data. Try replacing the fuel pump relay. If that doesn't help you'll have to trace the wiring (see http://wedophones.com/BMWManualsLead.htm) to find the problem.The car makes it possible, but the driver makes it happen.

I am just going through my Service Manual (Bentley Publications, 1984-1990 3 series) and there is a mention that ...
" On 6-cylinder engines only, an additional main relay supplies power to the Motronic control unit and the fuel pump relay "
Questions:
1. Does your transfer pump work or have power as it is also powered via the fuel pump relay?
2. check if you have fault codes on the Motronic
