idle problem

goes from 800 to 1500 up and down any thoughts

Is it a slow up and down, or fast?
If slow, most likely a vacuum leak.

No idea, best sell the car.

it revs to 1500 for a second then goes down for 2 seconds visa versa i think its my intake boot it looks old and could be a crack

Intake leaks and/or a sticky ICV. Remove the ICV and clean it with carb cleaner until the vane moves freely. Replace and obviously cranked hoses and then have smoke test run to find other intake leaks.
