Checked pins 40/41 in accordance with the Bentley and saw 11.2 volts at pin 41 and 10.8 volts at pin 40. What does that mean? Other than the DME is getting a signal from the A/C system?

Bought a new ICV and installed it today. No change...at all. Any other ideas?

No suggestions? I know someone else on here has this same problem. Idle sucks when it's cold. Once the car's warm, idle is great (700-800RPM). Under an electrical load (i.e. A/C on, headlights on), idle drops to nearly 600RPM. Checked for vacuum leaks, ICV tests good (no change in behavior with a brand new ICV), TPS tests good and is adjusted properly, DME tests good, etc... What were your fixes for this issue?
