High Idle BUTTTTTTT only sometimes

So my 86 es started having this issue where after driving around with the revs above 2.5k and then i get off the gas the idle will stay up there and get stuck between 1.5-2.5k. Sometimes it just goes away. Sometimes if i put it in fifth gear then go slow to force the revs back down it will fix it too. Ive checked and throttle cable doesnt seem to be the issue.

Also how hard is it to replace the heatercore/plumbing?

The first thing to do is to remove and clean the ICV. Then check the idle switch in the TPS to make sure it works.

i had the same problem with my e30 and after testing everything i found the tps to be bad.
