engine surging

so. i just changed the wiring harness and now that everything is hooked back up the engine surges.
well first when i start it it runs at 3k for like 3-5 seconds, then it surges from normal idle (about 8 hundred?) to about 2100-2200..
any ideas?

Clean the ICV and have a smoke test run to check for intake leaks.

awesome.. thank you, i thought maybe the icv, but i was not sure as im a e30 noob, hell im a noob when it comes to fixing cars; but im trying..
so ill look in the bently and see what i can find about cleaning the icv, but what is a smoke test?
