Surging Issue

So I have a 87 325e, when in neutral is surges from like 800 to 2500. Car runs fine when in gear.

I do have a o2 sensor missing in the downpipe but I'm hoping thats not it bc finding a "e" downpipe will be a pita.

Anyone have ideas? If its the sensor I guess I'll just have to suck it up lol.
