What is the deal with this hose?

So, I've been having a problem with the car not wanting to stay running when trying to do a warm start. Spoke with a mechanic buddy of mine, he recommended checking my vacuum hoses. Found this, anybody know what it is, what it does, and what is the best way to reattach it? I'm a noob, please help.

It's your your idle control valve, which is on the other end of that rubber hose attached to it. just push it back in.

It pushes back into the throttle body.

Mine had a little leak there, so I put thread sealant tape around it and pushed it back in. No problems since.

You can pick it up at any hardware store.

The best fix for that is to throughly clean the nipple and the opening in the throttle body with lacquer thinner or acetone. Then coat the nipple with JBweld, slide it back in, and allow the epoxy to cure for 24 hours before starting the engine. You may (or probably will) find that the nipple on the other side of the throttle body has the same problem and needs the same fix
The car makes it possible, but the driver makes it happen.

RTV, even the harder gray variety, is a sealant, not a glue. It will fail after a while since there are no mechanical forces holding the elbow in. An epoxy on the other hand (like JBweld) should hold up for the next 10-20 years or longer.
