The voltage from the signal wire ( make sure you have the right one ) and ground should vary between .1 or .2 volts and .8 or .9 volts. Main thing is that it crosses over the .45 volt mark. However, if the air fuel mixture is wrong your o2 sensor will stay either above or below that point and may be functioning correctly
