if a timing belt were somehow improperly installed, does the starter motor alone have enough juice to fubar the valves?

It was for real, I just wanted to know what I was getting into before driving too deep into a project. went in and discovered pieces of rocker arms everywhere.1989 325is / 2.7, 274 cam, e30 M3 5-lug
