it buzzes like its working, but the idle does not change when unplugged, switched ICV with know good one and did not change anything.

As long as it buzzes, the resistance checks out, and the vane inside moves freely when you roll it between your hands then its working.
It shouldn't really change the idle speed when its disconnected, It just defaults to a set position that best regulates the idle when you unplug it.
What makes you so absitivly posolutely sure its not working? -
but the car is already idling at 1350... and when i disconnect the plug nothing changes. so mabye a vacume leak plus a bad plug in?sigpicDiRTYE30-RALLYE30Comment

I don't think the ICV is to blame. You know what i'm gonna say, vacuum leaks...find a buddy or a reputable place to have a smoke test run.
The reason why this makes sense is because too much air is being introduced into the engine that is unmetered by the AFM. Therefore the RPM's at idle increase because there is too much air and the engine must try hard to idle.
If you are still unsure you can try following the procedures for adjusting the Throttle Positioning Sensor first, since that is free and may help the problem. You should be able to hear an audible click from the TPS as soon as the throttle plate is opened.Comment

The click will tell if the TPS is adjusted properly, but won't tell if it working. The idle switch could still be bad. You have to use a meter or test light to tell if the TPS is actually working.Originally posted by paperplane94 View PostThe car makes it possible, but the driver makes it happen.
