Vacuum Leak - Checked everything but timing

First off, my vacuum pressure is around 8psi (27kpa) and I'm pretty positive thats WAY to low, even with a performance cam. I bought the car with the cam and I don't know the actual numbers on it so I can give those. I have read about all the things I need to check, and I will list all what I have checked.

Before replacing or checking these, I had 5psi:
    Intake Manifold Gaskets
    Throttle body gasket
    ICV hoses & connections (checked)
Brake booster, hoses, and connections (checked)
    Crank case breather hose
    Evaporative control hoses, valve
Fuel pressure regulator & hose (checked)
    Injector seals
Valve cover gaskets (some said to check the bungs but I have no idea what that is)
    Oil filler cap (checked)
    Dip stick o-rings (checked)
    Oil return tube o-rings
Also changed the hose that holds the dipstick tube on

After doing all this I have 8psi. I have looked all over the place trying to find this leak and I can't seem to find anything else. I also cleaned the ICV but nothing changed. Sometimes the car runs better with it unplugged though. Anyway, I am going to replace all my break booster hoses, but thats because I destroyed them trying to check them, and they actually weren't causing a major leak.

The only other thing I can think of is timing. I will check that tomorrow. The car passed smog really well in august (I have the smog report from PO), so unless he ran alcohol through it or something that rules out timing, but I am still going to check. Any help would be greatly appreciated. I really want to find this, without spending the money on a smoke test.

run a smoke test and if that does not show where the leak is. try a leak down test. one of those two will show you the issue.
