It is usually helpful to get the terminology correct. The starter turning over the engine means that the engine is cranking or turning over. A failure to start means that the engine doesn't fire.

Three things are necessary for the engine to fire while turning over. Spark, fuel, and the proper amount of air. The first check is to see if spark is produced at the coil output. A broken timing belt, bad ignition wires, bad distributor rotor or cap can confuse the issue if you check for spark at a plug.

In this case no power at the coil when the ignition is on would indicate a problem with the ignition switch or wiring between the switch and the coil.
The car makes it possible, but the driver makes it happen.

Trace the wiring from the switch to the coil.

What you are looking for is a break in the circuit. One possibility other than a simple break in the wiring would be an alarm system.

thats exactly what i came across there are two black 4 pin harnesses that are just hanging under the dash they are coming from the ignition switch loom. i will get a picture up tomorrow for you're clarification on what they are.

Kinda confusing, have you checked for fuel?

Is there gas in the tank?.. Its happened a lot.
