If that is their logic, it is going the wrong way on multiple counts. Tighter valves yield slightly more valve opening which results in slightly greater mass flow and thus higher performance. And, in my opinion, tighter valves reduce impact forces on the rocker and lessen the chances of a broken rocker.
I would not do this on a well used head, but I set the valves on my cars tighter. I use a cold setting of 0.006" on the intakes and 0.008" on the exhausts. But those engines have freshly rebuilt heads. The race car gets a head refresh every three-four years when the leak down numbers go above 10%.The car makes it possible, but the driver makes it happen.
