That doesn't look so much like something on the lock as it does like corrosion of the block. The fix for corrosion is the completely tear down the block and have it surfaced. I'd hazard a guess that a 0.005" cut should be sufficient.

You can clean it with nitric acid follow by baking soda, but then it would leave many micro-pockets on the block. I am not sure if that is what you want. Re-surfacing is probably your best choice or just leave it alone. It does not look that bad. A good HG and proper torquing would be fine.
I have verry similar corrosion on my m20 block and im a poor collage kid so im just going to spray a couple coats of copper spray and put the gasket on.
so if it dosnt work for me i will let you know ;)
oh yeah and to clean it out of the little grooves a fine bristle brass wire brush on a power drill works great
