still a little loud after proper adjustment,(did them a second time, still same result) would it hurt to bring them down to 8 or 9, this is a fresh rebuild, head has been freshened up, new valve seals, seated and bolts.

The injectors make some noise too... can sometimes sound a little like valves.
I'm assuming you adjusted them cold?
