Do valve cover nuts need washers?

So I did my first valve adjustment yesterday and was using the Pelican 101 Book as my reference. It specifically said, "don't forget to put the washers back on with the nut" but my valve cover never had any washers. It is a nut with a flat plate, so my guess is that it doesn't need a washer at all. Any ideas?

Also, I turned them quite a bit and was never able to get them to click to 15lb on on my torque wrench. Maybe I was being to cautious with it, but I didn't want to over do it, in case I was missing washers.

Valve cover nuts are flanged and don't need washers.

I think the Bentley is wrong on the torque. I pulled 10Nm from the TIS, which would be 7.4ft-lb
The car makes it possible, but the driver makes it happen.
