it keeps getting stuck at a high rev and will not rev down, like the throttle body is getting stuck and won't fully close. It's like i'm idling at 4k rpms or whatever it get's stuck on, I have to pull over and physically move the throttle body back a little bit. It's only doing this when i'm in neutral. What is it? a spring?

disconect the cable at the throttle body.
Hand open the arm a few times on the TB and see how smooth it is and if it snaps back under spring pressure.
Then press the pedal down and see if the pedal sticks down to the floor.
That will tell you straight up which one it is... its very common in e30s to get sticky throttlebodys/cables. If its the cable, buy a new one from pelican parts for 30 odd bucks or if its the throttlebody, remove it and clean it out with carby clean. Do not disturb the black TPS on the base of the throttle body.Boris - 89 E30 325i
