325i runs hot when cool and Cool when Hot?

I recently have been worried that my car runs in the mid to high range most of the time. Today its was 110 and the car never got above mid range. I sat in alot of traffic today. with No ac meaning the accessory fan does not run.

Does this make any sense at all?
