    crank pulley alignment?

i recently had the crank shaft pulley off. the ones that drives the power steering and a/c. is this thing a harmonic balancer? there was a little weight (almost like a very thin wheel weight) on it. it couldn't have been added on because it was one with the pulley.
what is this? and is there a specific alignment for it? i just put it on because i couldn't figure it out.

It is a harmonic damper and depending on the year also has timing wheel on it. There is a specific way it goes on, there is a locating pin.

i know the big puller with the "geared" edge and timing mark has a locating pin. i'm talking about the pulley in front of that. there's the engine side pulley (with locating pin) that drives the fan and alternator.
i'm talking about the radiator side (smaller) pulley that drives the ps and a/c. that one had a small weight on it.
