No Start Unless Pins 11&14 Bypassed

'90 325 Auto, won't start or crank but fires up fine when I jump pins 11 and 14. Any idea what this could be? There's a black wire with a yellow stripe on it on the starter that looks damaged, could this cause the no start?

That sounds like a problem with Park/Neutral safety switch in the shifter or a problem with the ignition switch.
