Temp Gauge or Temp Sensor problem?

I've searched and haven't found a specific problem with the temp gauge as mine. Basically when the motor is running the temp gauge sit as it does when the car is off. However, if I turn it off after its been warmed up just to the on position it'll show actual temp then when I start the car the temp gauge will go back down and MAYBE it'll feel like working after sometime.
Btw car is a 1988 super eta, I don't have over heating issues as well.

Would try removing the cluster and cleaning the grounding nut on the back of the gauge. Gas and temp gauges get testy if this nut is loose or corroded

That is most likely a problem with the cluster, it's ground, fuses, or SI board.
The car makes it possible, but the driver makes it happen.
