No power to the fuse for fuel pump

Hey guys I have an 84 318i. I know it's an m10 lol but the M10 section is pretty dead and I don't think this is engine specific. Basically My fuel pumps weren't working so what I did was test if any power was going to them. I shorted #87 and #30 and nothing happened. I tested #30 for voltage and it comes out fine but when I test for voltage at fuse #11 it's getting no power. Any idea on what it could be?

    Thank you

Oh ya btw when I shorted #87 and #30 I noticed there was some smoke coming from the wires near the engine bay. I think it was a wire which was exposed and touching the engine. I moved it and there was no smoke when I shorted again and I don't think it's related to the fuse box.

    Thanks

Actually just found out that the wire that was producing smoke was the C101 wire lol. I'm pretty sure that's the culprit since it directly goes from the relay into the fuse box. Now I wonder how hard it'll be to find one though..
