Fuel issue

OK so I have replaced the coolant temp sensor, cps, o2 sensor,fuel pump, filter, regulator, cap and rotor, plugs and injectors and I still have an issue on cold starts where it will not rev past 2-3k without dumping fuel for 2min or so then it runs fine.. Any ideas?
