b27 1700+ rpm idle all the time

the b27 in my 1984 eta is idling at about 1700-2000 rpm. it does this all the time cold and warm. I'm almost positive that there is no vacuum leak after smoke testing it, but i am hearing a whistle coming from near the throttle body. I'm out of ideas and this is making my fuel economy horrendous. Any help would be greatly appreciated.

I would check throttle cable and make sure it's returning all the way and check throttle body to see if it closes all the way. Take off your idle control valve an clean it out with brake/carb cleaner and make sure it's working properly.

Alright i got the icv clean and when i started it up it idled at about 750rpm, then after giving it a quick rev to see if it would go back down the idle stayed high. then after cleaning it out again it did the exact same thing. could there be anything that is gumming up the icv this quickly?
