1987 325e No Start No Crank?

Hello r3v community! I'm in a pickle with my car...It wasnt' starting or craning so today I installed a new battery and starter today but the car still wont start or turn over.

The dash/headlights/check panel/window switches and the battery light indicator is on but no upper interior/trunk lights. Also , fuse #10 breaks when i put the key to the position before cranking up the engine.

Does anybody have any advice or guidance towards the culprit?

When I first bought my car it would blow fuse 10 randomly every couple months. Then one day my car blew fuse 10 everytime I put the key to run position. The problem ended up being the in tank fuel pump wires were shorting out. The PO hand put some really heavy duty shit in the tank to clean it and it ate away the insulation on the wires, causing them to short out against the pump assembly inside of the tank.
