in third and fourth gear when u stomp it it will jump 300rpms and then kill 200rpms then jump 300 more and does that till 3000rpms

By the mention of gears I'll guess a manual transmission. In which case it sounds like a slipping clutch.

The car makes it possible, but the driver makes it happen.
