High idle?

Exactly where is a m20 supposed to idle? Sometimes mine wants to idle around 800-900 RPMS but most of the time it idles around 1250-1350. Tempature have anything to do with it cause it has been anywhere from 5 to 25 degrees F here. ICV need cleaning maybe?

supposed to be around 800-900. Probably idle high due to temps, but should idle normal once warmed up. At least that's what mine does. -20 here in AM Illinois
