All the way in, as in all the way to the right? Take the bolt out that locks the tensioner and let it swing out. It's kind of a pain to get the spring guide rod back in the tensioner but you will have plenty of slack.

when I put my first timing belt on it was -30 outside and i was in a non heated or insulated garage. All I did was keep it in front of the heater for a little while to it loosened up. Second one I put on I left it in the +30 degree sun for a bit. It really helps alot.

put the belt over everything except the cam. Then go tooth by tooth and slip the belt over. It'll take some time. If a tooth isn't lining up correctly you can move the cam slighly, then move it back.

I got mine on that way, but ended up with the timing off once it was on and had to take it back off again.
