Pil Pump Pulley Bolt Removal Help!

trying to remove #15, but #9 is free spinning.

This is the pulley that goes on the timing belt and drives the oil pump pulley

Use a strap wrench on the sprocket and hit the bolt with an impact wrench.

I just held it with my hand with a thick glove and it came off. Thanks.
