Intermittent: injectord DO NOT cut out when off throttle

Recently I noticed that when up shifting the car felt like I was riding the clutch and giving it gas during shift.
The RPM of the motor was staying too high too long so when I shifted, say :from 4th to 5th the engine would be slowed down (dragged down to the driveline speed - so to speak) by the clutch itself eventually - very unnatural fealing. Kind of hard to explain but I think you catch my drift.
Also when down shifting it would almost not decelerate.
It took me a day to notice but I realised that my mileage gauge stopped going all the way to the bottom when lifting the throttle, effectively supplying gas to the engine when in the past it would cut it out completely.
This causes the RPM not to fall nearly as quickly as in the past causing the funky "over revved" shifts and lack of engine braking. As annoying as it may be I am more concerned with what other adverse issues this may be creating or what component is dead or dying causing this.
I noticed that by unplugging the ICV and plugging it back in I sometimes seem to "reset" the car and it will run OK for a while before it resumes its eagerness. Also I observed that when the car is acting up the idle sits around 900-950 RPM, where typically it had been around 700ish mark.

What may be causing the injectors to be told to run when instead they should shut off???

    PS: its an 88iS.

    (.Y.) R cool.
    Falco rocks!

The most likely cause would be a sticky throttle body or accelerator cable, possibly aggravated by a sticking ICV and/or intake leaks.
The car makes it possible, but the driver makes it happen.
