fuel pressure regulator problem

I have fuel dripping out of the vac hose that is attached to the fpr. According to everything I have read, that means the fpr is shot.
Now would a non-working fpr cause the car to have a cold run issue? My car will not hold idle when it is cold, but runs pretty good, but rich,
when hot.

thanks for the reply, plan on replacing it today. I assume the fpr is shot since there is fuel in the vac. line:)
