I've gotten between 19 and 24 with every engine I've had in this car: m42 got 24mpg on good days, 22mpg average. M30 got 20ish usually and the m60 gets a steady 19mpg. Thats about 50:50 mixed city and highway. On trips to far away shows with the m60 I get 26mpg cruising between 80-100mph.

^speedo will read 1.7% faster then what you're doing.
Maybe change to a longer diff.
The odo stopped working but on the freeway, or long cruising mine sips on the gas.
