I don't have my dyno plot at hand ATM, but the curve is much smoother than yours... I don't think I have an A/F ratio problem... My hp curve goes up to almost max at around 3.5k rpm and just rises slightly after that, dropping off at about 6.1K rpm.

Air filter, fuel filter, o2 sensor...plenty could be wrong.
I'd start by dynoing again with A/F readings. I think doing without is useless anyways.

No cat, and yes it had a chip in it. I replaced the stock chip and it ran much better. No more rich condition that's for sure. Oh, and I'm running a stock e30 exhaust, but with dual 2" pipes (a la 535i size). I haven't had the head rebuilt, but the engine only had 90k km on it, and compression tests revealed that all the cylinders were within 1 psi of stock spec. Oh, and the motor is a Euro M30B35 '92. According to my research, that should produce 218hp at the crank stock.

Do you have an aftermarket chip installed in the ECU? How is the condition of the exhaust? I would guess possibly a bad air flow meter, or bad cat.

Crank HP = (RHWP *.15)-RWHP
I'd say take 15% from the crank HP and you get the rear wheel hp.
What do you guys think it is for drivetrain loss in an E30?
