    High RPM on start-up

Recently I have started experiencing high rpm. As soon as car starts up, RPM jumps to 4K, after a few seconds RPM drops to 2K and will stay there all the time. I have already cleaned ICV and replaced TPS, but none of this helped. Previous owner had already performed “mess under intake”. Any suggestions on what to check next and how to troubleshooting. Thanks in advance.

You also need to test both connector and component side of the ICV/TPS to verify that they are actually working. Also make sure that your throttle isn't binding, and that the cable isn't getting held up on anything. Additionally, make sure your idle screw isn't holding your throttle open, verify by removing the intake boot and inspecting over the full range of throttle actuation.

You may have a vacuum leak as well, and just because a person before you did whatever work does not mean it was done well or does not need to be redone.

Thanks roguetoaster. Could you please explain what is the best way to test ICV/TPS?

Use your multimeter and search around for the resistance/voltage values/pin outs before you do.
