87 325i trans does not shift until 20 minutes of warming up

My friend is having problems with his automatic trans, like the title says, it moves at a snails pace (less than 1 MPH until it warms up about 20 mins).
The fluid is just a little over full. I have no experience with anything other than manuals so any advice is good.
