Cam Shaft Question

is it normal for the passenger side cams to be about 90* off from each other.. and the drivers side cams to be about 160* off from each other??

The cams stamps on the shafts are equal with each other and the engine rotates freely.. it just seems weird to me..

The cams I & E per head should be flat or parallel to each other @TDC

when i took the pics, my engine was not at TDC. let me set it to tdc and recheck everything.
