how to test Fuel Pressure Regulator?

i think there maybe a problem with it, cuz when im on 1/4 tank of gas, the car feels noticabely weaker. But when i fill it up, it goes back to normal. So im guessing fuel pressure regulator is keeping the correct pressure when im low.

I doubt that, but if you really want to check you need to get a fuel pressure gauge that you hook up to the fuel line under the hood.
