Jordan's right, 230hp from a stroked m20 will be very difficult without going balls out on internals, fully preped race head and cam, and some serious intake mods. One of the biggest misnomers of a stroker is that it produces a lot more power. If this is what you want, keep the stock 'i' engine and mod the hell out of it. The stroker is designed to produce more torque lower in the rpm range, for a more consistent torque curve, not necessarily more power. Its true more power will acheived, but its not going to be in the range of 230.
I have a super eta based stroker now and it needs a lot of tuning to get it to max power - a process I'm just now starting (i.e., WB02 sensor, standalone fuel management, and a lot of planned dyno time).
To do it cheap, find a super eta engine and rebuild the head and bottom end, just add dual valve springs and at least an "i" cam, if not more agressive. Add the "i" intake and ecu and you're done.
