Is my fuel tank dirty? *Pic inside*

Whenever the car runs low on fuel (~a little less than a 1/4 tank), it starts to hesitate and turn off when idling. The fuel filter and fuel lines have been replaced. I ran a can of seafoam through it and that helped fix things, but slight hesitations are still there and I am going to bet they'll get worse as time goes on.

I just removed the fuel pump to check the inside of the tank. The previous owner would let it sit for months at a time because it was not driven in the winter. The car is a 1989 325i. Does it look dirty enough to need replacing?

It wasn't possible to get better pics due to lack of lighting, but when I peered to the right side, there was some light rusty texture on the floor, but it wasn't floating around.

Take a paint stir stick and stir it up a bit, if you see crap then your answer is yes.

That look like a clean tank to me. You probably just have a weak fuel pump.
The car makes it possible, but the driver makes it happen.

Cool. I'm going to give the car a little tuneup this weekend to see if it's actually ignition problems that are causing it to hesitate and shut off from time to time. When it actually is idling, it is pretty smooth, so I think a vacuum leak is out of the question. I've narrowed it down to ignition, fuel pump, or fuel pressure regulator.
